Duties OF Chief Officer On Board

 

DUTIES OF THE CHIEF OFFICER

1. The Chief Officer is also the Ship’s Safety Officer and is responsible for promoting and ensuring safety on board. (GBLT – 0621)
2. To  assist  the  Master,  supervise  and  command  the  Deck Department under  instructions   from  the  Master,  make  efforts  to  make various commands, rules and shipboard rules familiar to all crew members, and to maintain order on board the ship.   
3. To maintain close contact with all departments in the ship and ensure that all duties are carried out smoothly. 
4. To assist the Master in matters relating to the environmental, occupational health and safety matters of the ship including the identification of risks and implementation of control measures to managed the risks.
5. To perform necessary duties when the ship is in port or at sea, such as navigational watch and cargo watch.
6. Directly responsible for storage of cargo and cargo handling plans, and signing various cargo receipts.
7. To prepare and maintain documents related to cargo.
8. To supervise and assume command of cargo handling operations concerning hazardous cargo, heavy cargo and precious cargo. 
9. To monitor the condition of the hull at all times and maintain the correct GM and trim of the ship.
10. To plan important tasks such as cargo handling work, tank cleaning, freeing gas from tanks, and to ensure safety.
11. To ensure life-saving appliances, fire-fighting and water proofing equipment are always maintained properly.
12. To know the status of the machinery and equipment under the management of the Deck Department, and the maintenance plans.
13. To ensure all gas measuring equipments are calibrated accordingly
14. To prevent marine pollution.
15. To report the status of storage and maintenance of mooring equipment to the Master.
16. To maintain and keep in safe custody important documents, drawings, certificates, records and official documents that fall under his responsibility.
17. To know the status of anchor chain, mooring equipment, cargo gear, navigation instruments, accommodation spaces and perform duties related to dry-docking.     
18. To submit periodic reports of the Deck Department 
19. To guide subordinates, evaluate them and submit the evaluation reports the Master.
20. To perform labour management, management of labour outside regular working hours, and official procedures for the Deck Department.
21. To ensure appropriate manning arrangements and personally take command of manning arrangement at the forward part of the ship.
22. To formulate plans for manning by various departments on the ship, according to the manning standards for the various departments.
23. To assign tasks for pumping operators, deck hands and crew members.
24. To plan replenishment of fresh water, and encourage economic use of fresh water consumption.
25. To encourage economic use of consumable in ship's store under his responsibility.
26. To continuously monitor the status of the ship and carry out shipboard inspections.
27. To ensure compliance with applicable legal and other requirements and implement the operational control measures on board.
28. Help the Chief Engineer in matters related to shipboard repairs.
29. To report important matters that fall under the responsibility of the Master.
30. To make arrangements relating to procedures for access to shore and communication procedures when the ship is in port.
31. To assume responsibility for ensuring regulation and safety of persons other than crew and passengers on the ship, visitors, and cargo handling personnel.
32. To investigate and plan measures for preventing thefts, sea-jacks and stowaways.
33. To educate, train and guide subordinates.
34. To perform the duties assigned by the Master.
