RESPONSIBILITY FOR VERIFYING CREW

Heads of departments, i.e. Chief Officer, Chief Engineer and the cook will, one hour before the advertised sailing time, personally check that all members of their respective departments are onboard and fit for duty. This fact is to be reported to the Master together with any absenteeism, reason for absence and length of delay, if known.

SAILING WITH MISSING CREW

If at the advertised sailing time, members of the crew complement are missing it will be the Master’s decision as to whether to sail without the absentees. In making this decision he should bear in mind:
  1. Reason for absence and probable length of delay. 
  2. Ships safe manning limits with regard to numbers and certification. 
  3. Flag state laws regarding aliens and illegal immigrants. 
  4. Cost of delaying vessel in present port i.e. fines, harbour dues, etc. 
  5. Possible cost of lost business in next and subsequent ports. 
  6. A vessel leaving crew must report the facts to agents, local authorities and the managing company. 
  7. A vessel granted permission to leave behind an absentee must land that person’s documents and belongings to the agents keeping.

PRIOR TO SAILING

Prior to sailing the Master should satisfy himself that the ship is in all respects ready for sea and all equipment is operating to his satisfaction. Heads of departments should report to the Master the satisfactory completion of repairs and whether their respective departments are ready for the voyage. The Chief Engineer should ensure that the emergency generator is tested and ready for instant use.


CREW ONBOARD AND FITNESS FOR DUTY

When first going on duty the Master must personally check that the crew onboard consists of at least the minimum number of suitably qualified personnel. The Master should see each crew member to satisfy himself that all are present and fit for duty.

STATIONS AND SECURING FOR SEA

On being advised by the Master of the time of sailing, the Chief Officer will make the necessary arrangement for the crew to be at stations. Whenever practicable the gangway should be prepared for hoisting immediately prior to sailing time.

The Chief Officer will personally make a safety check on all hatches, side gates and other openings which would permit ingress of water, before vessel proceed to sea. Before departure he will personally advise the Master whether the ship is ready to proceed to sea or alternatively the time required in order to complete preparations for sea.
